Package does not include:
- Registration of your company to the FMCSA Clearinghouse.
- Conducting queries on drivers.
- Cost of drug testing or alcohol testing.
The services will be provided in accordance with the regulations and stipulations found in 49 CFR Parts 40 and 382 and will be effective upon receipt of the signed agreement, registration form, and payment.
HealthRoute is your Consortium Third Party Administrator managing the randomized consortium drug and alcohol testing program. The consortium will satisfy the current FMCSA testing rate.
At least 50% of the pool will be tested per year for drugs and at least 10% will be tested per year for alcohol at a minimum. Each driver in the pool may be selected 0-4 times per year.
HealthRoute will keep a record of consortium selection and MRO reports, but you should keep your own drug and alcohol testing records. If requested by federal or state authorities, HealthRoute will provide available MIS documentation for submission.
Medical Review Officer services are provided by Doctor's Review Services. HealthRoute will receive MRO reports and transmit results to your company.
Drivers must have a negative pre-employment drug test before entering the consortium program. If a driver has been in a random testing program in the last 30 days and your company has records for the last year, a new pre-employment test may not be required.
If you no longer employ a listed driver, contact HealthRoute immediately. HealthRoute may periodically ask you to update your active driver list to confirm it is accurate.
The random selection is completed quarterly. Your company will be notified if a driver is selected and if no drivers are selected. Keep all documentation for your files.
The DER is responsible for notifying a selected driver and sending the driver immediately for testing. If the driver refuses testing, notify HealthRoute immediately and follow DOT/FMCSA requirements. If a driver tests positive, it is your responsibility to take appropriate action, including referral to a Substance Abuse Professional when required.
Owner-operators must report for testing immediately after receiving notification to avoid a refusal to test.
If any drug or alcohol tests are completed outside HealthRoute after joining, forward the chain-of-custody form and result to HealthRoute for the random program.
Companies with supervisors must complete two hours of reasonable suspicion training in drugs and alcohol. Owner-operators who are the sole employee for their company do not need supervisor drug and alcohol training.
All consortium service and testing fees provided by HealthRoute will be billed by HealthRoute and are the responsibility of the company. There are no refunds or partial refunds of the paid membership fee if the company is removed for non-compliance.
After enrolling, you will receive a certificate of enrollment by email. Keep the certificate for your records.
